More than likely they would both be Class IIIb lasers (which are generally 5–500 mW). Those near the 500mW end can start to burn things. Either can cause eye damage if they hit you in the eye for a fraction of a second.
500mW is the more powerful of the 2 but safety can depend on more than just power output. If the 30mW laser is infrared for example, in some cases it could be more dangerous(no blink reflex). It also depends on the beams power density(power per area). A tight focused beam from a 30mW laser could be more dangerous than a wide spread out beam from a 500mW laser.
As a comparison, a typical 100W light bulb is 200 times more powerful than a 500mW laser, but the light is very spread out and much of the energy is converted into heat.
