Spaced Condenser

Why does the fan on my evaporator coil shut off and on before reaching desired temp? (Condenser still runs)?
I am not sure how to figure this out because I would think it would run continuously until the desired temperature is reached. The fan runs continuously however if I leave the condenser off. The only thing I can think of is that the evaporator coil is getting to cold and the fan just shuts itself off. I noticed a little frost on part of the pipe leading up to the actual coil. However the coil doesn't seem that cold and is fairly clean. A tech also came in and added freon (or at least I thought he did to the system). It is a 1.5 ton unit cooling a 1 floor 1000 sq ft condo on the top floor (3rd). My condo also has vaulted ceilings for more of than 3rd of the space. The condo is an end unit (meaning I got one whole side more of windows) sun facing as well.
Somebody else was having a similar problem but their fan wouldn't work at all in cool.
There are relays in the furnace to shift the blower speed from heat to cool. It sounds to me like that relay could be going bad. It could be heating over time and opening up. Or it could be the high speed tap on the blower motor itself. It might be overheating. Most likely a relay though. You draw more power through a high speed tap so those contacts are the first to go.
The only real way to find where you lose voltage is to trace it down with a meter.
But you might try, when the indoor blower quits, to give the furnace a slap on the side near the control board. (Sometimes one just has to know where to hit it. LOLOL.) If that works to turn it back on, that won't fix it but it will verify it is a relay problem.
If the condensor continues to run the problem almost has to be at the furnace/air handler.

spin dryer?
do they work? in my kitchen the only space for a tumble dryer is opposite my sink and washing machine i would need it next to sink and pipes wouldnt i if it was normal tumble dryer? i thought about getting spin dryer or condenser dryer as i think this can be put anywhere is the kitchen and doesnt need to be near pipes is this true? also are they any good? whats best and most compact one? uk
