Neutral Density
A Neutral density filter would NOT be effectively used________?
A. on a brighter day with fast film
B. to avoid overexsposure where shutter speed is slowed
C. where changes in relative brightness are desired
D. where the aperture cannot be opened further to avoid over exsposure.

If you ask me it's kind of a trick question. A is very true and used a lot, B is very true. C. There ARE other ways to change relative brightness, but a ND filter is one of them.
D. The answer stated is backwards. Where aperture cannot be opened further to avoid over exposure. It should be stated (if it was to be true) Where the apeture cannot be CLOSED further to avoid over exposure.
So the way D is worded, D is your correct answer
