I need to buy digital advertising boards and was wondering which is a better option from a technology perspective.
"Surface mount" is an attachment technology. A surface mount component sits on the top of a board and does not have leads that go through holes in the board, which are through-hole components.
Surface mount components are often smaller than through-hole components. Most types of components are available as surface mounts, including diodes and light-emitting diodes.
The question is a false dichotomy. Light emitting diodes are available in a surface mount configuration.

Organic lightemitting diode (OLED) technology is used in a variety of display applications, ranging from cell phones and MP3 to prototype TVs, and holds great promise for the production of highly efficient largearea light sources and flat panel displays. Lighting is essential to modern society but it accounts for nearly 20 of the electrical energy usage. Thus efforts to increase the conversion efficiencies of light sources are attracting more and more attention. Potential high efficiency light sources are fluorescent lamps or lightemitting diodes (LEDs). Modern LEDs show internal quantum efficiencies of virtually 100 . However, in the case of standard LEDs most of this light is trapped inside the device because of total internal reflection at the interface semiconductorair. Several methods have been developed in order to increase the extraction efficiency. This can be done either by optimizing the device geometry in order to increase the escape cone or by incorporating a resonant structure in order to force the internal emission into the existing escape cone. Can light emiting diodes be wired in series?
I need to make an LED light using 4 leds rated at 3.6 v max. The power supply is 12 volts. If wired in series will this be OK?
LED's are rated in current, not voltage!
yes you could do what you describe however depending on the 12V source it will burn the LED's quickly and get dim very soon.
It would be wise to use 2 strings of 2 LED's with ? what resistor because you did not specify the current.
if it is a small battery, you may go with 3 LED's strings
