Pulse Width Modulation - what value is instrument displaying?
I built PWM module for controling current trough 10W 12V 900mA LED. I put the ampermeter in series with LED diode. When ampermeter is showing 900mA is this the actual current that is passing trough LED or some average value?.
I am wondering this since the LED is driven by current pulses from PWM module. If I increase current further more, the LED will shine more. But since it is rated 900mA perhaps I should not force it over 900mA?
the PWM frequency will affect the reading of almost any ammeter.
you are probably not reading the peak current. find or add some series resistance somewhere; use the scope to measure the peak voltage across same and dervie peak current therefrom.

How to make astable multivibrator?
I need astable multivibrator but i don't know how to define the values of the capacitors and resistors I want on one state to be 3 minutes, and on the other 1 minute, and on the emitters of the transistors to wire LED diodes (Red & Green), and use the outputs Q and Q'.
How to define the capacitors C1& C2, resistors R1 & R2 which are wired on the bases of the transistors How much is Ic1 max & Ic2 max for the transistors and how much is Tp1 & Tp2?

Since we can't see your circuit, it's hard to know what R1/R2 and C1/C2 are connected to exactly.
You might find it a great deal easier to use an LM555 for your timer / astable multivib.
LOTS of sites out there to help you with the component selection.
You're looking for a duty cycle of 75% (or 25%, depending upon which way you look at it) with a total time of 4 minutes (3 + 1).
Positive Time Interval (T1) = 0.693 * (R1+R2) * C
Negative Time Interval (T2) = 0.693 * R2 * C
In round numbers, you can use a 1.0M (goes between pins 7 and 8), 510K (goes between pins 6 and 7) and 180uF (goes between pins 6+2 and ground) to create 3 seconds / 1 second timing. You'll have to trim out the 1.0M a bit (or use 1% resistors to get the values closer) if you want it more precise, but that'll give you about 3 seconds and 1 second.
