Is there a circut that I can build so that a small voltage battery can charge a high voltage capacitor?
Kinda like in a disposable battery where 2 1.5 volt batteries charges a relatively high voltage capacitor for the flash. I want the capacitor to charge to the highest possible voltage. In this case the capacitor can hold a 200 volt charge...but I don't have a 200v lower supply.
For short term flash of power the capacitor array in a flash camera is by far the easiest to aquire, safest* (short duration of spark) and should be capable of ramping up to 200V. Be careful to short out the capacitors before handling the board or you will find the experience shocking.
For longer term power arrangements, more than second, a transformer is needed. A step up transformer is two coils of wire that magnetically step up the voltage. If you run too much power through these they burn, so again be very careful, but you can take several transformers off of IC boards and wire those in parallel and series to get to your specs.
Finally, the easy way, a starter coil on a vehicle older than 1974 should produce approximately 250 volts from a 12 volt dc power source like a deep cycle battery. Could be a low dollar purchase at a junkyard near you.

Where can I find an audio transformer capable of high voltage?
I'm looking for an audio transformer that is capable of high voltage in the 5-10KV range...Are there any audio transformers made to reach voltages that high? Where can I get one, and if not what is the highest voltage I can get in an audio transformer?
In theory, you can design a transformer to work with any frequency in the audio range and work into the 100 kv region. I built a transformer that worked at 20kHz and had a 2000 volt secondary.
But you would have to design it yourself or have it designed by a transformer company.
Depending on the frequency, input voltage, and power level requirements, a 60Hz high voltage power transformer, like a neon light transformer, may work for you.
