The principles of how lasers work were understood back in WWI days, but the first one that worked wasn't built until 1958. So the answer to your question is no, not unless you buy some ready-made parts, and assemble them yourself. The difficult problems are making an ordinary mirror and a half-silvered mirror at the other end and aligning them parallel very accurately. Then the lasing material will be either a solid like the synthetic ruby rod, about as big as a pencil, used in the first red light laser, or a tube of gas or a semiconductor crystal. None of these can be built at home. But don't be put off. Building your own laser is like building your own PC; you can't make your own microchips but you can buy them and assemble them on a board yourself if you're clever.
