2. calculate the power lost in the resistance
You want 11A from 250V, so 2750 watts must flow through the circuit.
11A from 55V is 605 watts so the resistor dissipates the remainder 2145 watts
resistor must drop 195 volts at 11A
Ohms law R=V/I = 17.72..ohms
and a quick check
W=I squared R
W=11*11*17.72 = 2145 watts
All this assumes that the arc behaves as a 'normal' resistor, which is probably not true, especially in regards starting the arc.
