Where can I find instructions on how to build a homemade AIR ION COUNTER to check an Ionizer?
... that can show that a negative air ionizer is actually working..
That one is easy.
Collect the ions with a pin point and put these things in series. A big resistor, a diode, a neon and finally a terminal for you to hold. Across the neon put a high voltage capacitor, working voltage >100V round of about 0.1uF. The red, white or + marked end of the diode to face the end terminal, not the pin end.
This is known as a relaxation oscillator.
Neon and resistor can be found in a neon testing screwdriver. Any diode that can manage > 100V will do.
To complete the circuit you hold the terminal end. This takes the electrons to ground and the neon will flash at a rate depending on the amount of ions it picks up.

Is there an inexpensive/simple way to measure negative or positive ions in the air?
I'd like to know if ions are being emitted by sources (like computer monitors, air purifiers, etc..). Is there an inexpensive, quick and simple way to meaure ion concentrations in the air?
Depends on how precise you expect the results to be...
A simple way of doing this is by collecting the ions in an electric field and by detecting the current with an electrometer.
What you would need is a high voltage source of a few hundred volts to a few kV, a simple plate capacitor made of e.g. aluminum plates, mesh or just foil, an electrometer grade operational amplifier plus a few dozen other electronic parts. Total materials cost is probably less than $100-200, if you know what you are doing.
Unfortunately, the whole aparatus would be very delicate to build and operate and I wouldn't advise trying it unless you are VERY experienced with high voltage and electrometer electronics. This kind of stuff, while conceptually simple, is a nightmare to get into.
