Hand Held Lasers Is it possible to create a hand-held lightning apparatus?
The idea I have in my mind would be a small but powerful laser to ionize the air in front of the target, and then release a strong electrical discharge which would follow the path of ionization to the intended target. Range would not need to be greater than a few meters. Thought, critiques, additions? If there are reasons this simply could not work, state them. If it is possible, please provide ideas for improvement and actualization.

I'm not certain about directing the discharge, but I think your basic apparatus would be derived from the Tesla Coil. A tesla coil can be used to create eletromagnetic (lightning like)) discharges in the surrounding air. A tesla coil creates an electric potential strong enough to "break down" the resitence of the surrounding atmosphere, thus resulting in "lightning" type discharge.
Suggest you research the tesla coil, after the scientist Nikola Tesla.

What is the difference between a vacuum diode and a vacuum triode?
The same as between a semiconductor diode and transistor. The diode can only act as a rectifier and allow conduction in one direction while blocking it in the opposite. The triode has a grid which can control the magnitude of the current and therefore act as an amplifier to make small signals larger, or as a switch.
